This particular card is an image, in Imperial uniform, of Japanese Baron Kaneko Kentaro, who has a lengthy wikipedia page. Kaneko Kentaro (February 4, 1853 – May 16, 1942) was a statesman, diplomat, and legal scholar in Meiji period Japan. He was one of the most influential proponents of a Japanese-American alliance in Imperial Japan prior to WWII.
